Draft for public comment - Dorado Development Offshore Project Proposal

Project description

Santos WA Northwest Pty Ltd (Santos) and its joint venture partner, Carnarvon Petroleum, propose the Dorado Development in the Bedout Sub-basin, located in Commonwealth waters approximately 140 km offshore from Port Hedland, Western Australia.

The Dorado Development proposal consists of an initial phase of liquids production, and future nearby tiebacks, with gas reinjection to optimise liquids recovery ahead of a future phase of gas export (which is outside the scope of this OPP). The project area extends across petroleum titles WA-437-P and WA-438-P, and Santos is the Operator of both leases.

Dorado will be designed for liquid handling rates of 100 thousand standard barrels per day (KSTB/d) and gas reinjection capacity of 235 million standard cubic feet per day (MMscf/d) over 20 years.

The Dorado Development will consist of:

  • a 16 slot wellhead platform (WHP) with ten wells initially (production and gas injection);
  • a floating production, storage and offloading (FPSO) facility;
  • subsea flowlines and umbilicals between the WHP and the FPSO facility; and
  • potential future tiebacks.

This OPP includes potential for future tiebacks (prospects have not yet been appraised) within the Project Area to augment oil production. These tiebacks will connect to the Dorado WHP and FPSO. All planned petroleum activities, including the future tiebacks, will take place within the Project Area defined for the Dorado Development and will include:

  • site surveys;
  • drilling
  • vertical seismic profiling;
  • construction and installation;
  • commissioning;
  • operations and facilities maintenance; and
  • decommissioning (removal of infrastructure and plug and abandonment of wells).

Dorado is intended to operate for a life of 20 years (inclusive of potential future tiebacks), commencing operations as early as 2025.
