HSR Handbook – A guide for health and safety representatives in Australia’s offshore petroleum industry (revised)

Overview

The Offshore Safety Review and Reforms has resulted in strengthening the role of Health and Safety Representatives (HSRs).

The attached documents have been updated to include the new measures relevant to HSRs commencing on the 12 June 2025 with regards to:

The Offshore Petroleum and Greenhouse Gas Storage (Safety) Regulations 2024 (OPGGS) and The Offshore Petroleum and Greenhouse Gas Storage act 2006.

The updates include changes and new provisions such as:

• Training of HSRs
• HSR election procedures
• Health and safety committee representation
• Review of safety management-related document
• Register of HSRs

This public comment process provides an opportunity for community members to have their say in respect to the HSR Handbook – A guide for health and safety representatives in Australia’s offshore petroleum industry (revised)
